You will need Photoshop or the free Gimp to make custom selections to make black and white or colour. Picasa has filters but applies them to the entire image, and not just pieces.|||Picasa,

for one option of brighter color in picasa would be to adjust saturation, then adjust focal b%26amp;w slightly,

open original image, duplicate another colored layer, and select items to color or change, increase saturation and change hues, then duplicate layer and desaturate, then erase areas for color to show through,
